Nova to Implement Demerit Points System in Brunei

Nova through its local partner in Brunei has been awarded a project by the Land Transport Department, Ministry of Communications, Brunei Darussalam to implement a Drivers Demerit Points System (Sistem Keselamatan Amalan Pemandu – SIKAP).

The objective of the Demerit Point System is to achieve the following:

  • Improve Road Safety
  • Improve drivers and riders attitude on Brunei’s road
  • Identify high risk motorists or habitual offenders and rehabilitate them

The Demerit Point System covers the following:

  • Demerit Point Offence Management
  • Driver License Suspension & Revocation Management
  • Demerit Point Appeal Management
  • Public Enquiry

The Demerit Points System, once implemented, will allow LTD Enforcement Officer and Traffic Police to capture driving offences using a mobile tablet device on the road. Demerit points together with other penalties like compound fines will be awarded based on the severity of the traffic offence. Driving licenses of high-risk motorists or habitual offenders will be suspended or revoked base on the accumulation of their demerit points. Recalcitrant offenders will need to undergo re-training and pass a driving test before they are allowed to drive again.

The Demerit Point System is an extended sub-system of the present Land Transport Management System (Sistem Pengangkutan Darat – SPD). This system was originally developed and implemented by Nova on our flagship product, PAVO – Collaboration Framework.
