UPL Lao Partners Nova For Economic Zone Development

UPL Lao Co., Ltd the master developer of Dongphosy Specific Economic Zone (DSEZ), Laos has awarded a contract to novaCITYNETS, a wholly owned subsidiary of Nova MSC Berhad to provide Building Information Modelling (BIM) services.

Covering an area of 53.9 hectares in the capital city Vientiane, DSEZ is one of Laos government’s key initiatives in spurring economic progress. DSEZ is strategically sited at an important transportation crossroad next to the Lao-Thai Friendship Bridge that links to the north-eastern Thai city of Nong Khai 1 km away and Thanalaeng train station which will serve as the last stop for the fast train that is jointly built by the Lao and Chinese Government; as part of the network connecting Kunming in south-western China to Singapore. This tax-free specific economic zone is designated for commercial, industrial and residential purposes including integrated resorts, shopping malls, healthcare and educational facilities.

As the company spearheading the DSEZ development, UPL Lao Co. Ltd is responsible for the design, construction, commissioning, operation and maintenance of the entire economic zone. Nova’s consulting team will support UPL in the implementation of BIM technologies and best practices to help decrease the overall time and costs of design and construction phases by minimizing re-work and mis-communication, providing more actionable insight into projects and helping accelerate decision-making earlier into the project lifecycle.

Over the next five years, the DSEZ will benefit from collaboration starting with Nova’s expertise on BIM standards, quality control and integration across organizations involved in the development life-cycle. Nova will also implement a technology platform within UPL for training, support and cross-organization collaboration.

The agreement was formalised at a signing ceremony in Vientiane represented by Mr. Damien Lim, CEO of UPL and Mr. Steven Chan, CEO of Nova MSC and witnessed by the Ambassador of Singapore to Laos, Mr. Dominic Goh and other government officials of Laos.

“A rigorous BIM process implementation has the potential to deliver tremendous benefits and cost-savings to the owner of extensive projects like Vientiane Nelamit in DSEZ, from the design phase through to construction, commissioning and ongoing operations,” said Mr Chan.

As part of the project, Nova is tasked to define BIM project standards and processes for the construction that will serve as the foundation for BIM requirements and as a starting point for BIM implementations for future contracts.
